In recent years, there has been an upsurge in international education in Southeast Asia. The friendly Chinese and high degree of internationalization has attracted many Chinese students. And with the G20 summit in Southeast Asia and the rise of ASEAN, Southeast Asia has shown further potential.

China-ASEAN education cooperation is an important part of building the " Belt and Road " together. In the current and future periods, the century-old changes are accelerating, and open cooperation has become a key element to promote educational reform and innovation in the new era, which contains new development opportunities.

近年来在国际教育领域兴起一股东南亚留学热潮，华人友好、国际化程度高，吸引着众多中国留学生的青睐。而随着G20峰会在东南亚的举办以及东盟的崛起，东南亚展现进一步潜力。

中国—东盟的教育合作是共建“一带一路”的重要组成部分，当前和今后一个时期，百年变局加速演进，开放合作成为推动新时代教育变革创新的关键要素，蕴含着新的发展机遇。

01. Offline international exchanges and cooperation are about to restart

On December 7, the Comprehensive Team of the Joint Prevention and Control Mechanism of the State Council issued the "Notice on Further Optimizing and Implementing Prevention and Control Measures for the New Coronary Pneumonia Epidemic". The new ten articles mainly focus on domestic epidemic prevention and control. The control measures for incoming persons will be gradually promoted and accelerated by laws and regulations, and further optimized and improved.

The liberalization of immigration policies is also imminent.

In the three years of the epidemic, the international exchanges, and cooperation of various Chinese universities have been carried out and maintained online. In 2023, with the continuous optimization of entry and exit policies, offline international exchanges and cooperation will be restarted.

01.线下国际交流与合作即将重启

12月7日，国务院联防联控机制综合组发布《关于进一步优化落实新冠肺炎疫情防控措施的通知》。新十条主要是针对国内的疫情防控，入境人员的管控措施将依法依规逐步推进、加快推进，进一步优化完善。

出入境政策放开也近在眼前。

疫情3年，国内各个高校的国际交流和合作基本通过线上形式开展和维持。2023年，随着出入境政策的不断优化，线下国际交流和合作即将重新启动。

02. China - ASEAN cooperation is getting closer

During the Asia-Pacific Economic Cooperation ( APEC ) meeting in Bangkok, President Xi Jinping said: " Next year, China will consider hosting the third " Belt and Road " International Cooperation Summit Forum, which will inject new impetus into the development and prosperity of the Asia-Pacific and the world. " 2023 also marks the 10th anniversary of the “Belt and Road” initiative.

China - ASEAN trade has expanded by more than 100 times in 30 years. In the first 10 months of this year, ASEAN continued to be China's largest trading partner. China - ASEAN cooperation is fruitful, not only in line with the interests of both sides but also has a solid foundation. While the world economy is full of uncertainties today, China - ASEAN is increasingly cooperating, especially with the establishment and improvement of comprehensive cooperation mechanisms, such as the joint construction of the ' Belt and Road ', the China - ASEAN Free Trade Area, and the Regional Comprehensive Economic Partnership Agreement (RCEP), etc., have injected stabilizing forces into the economic growth of the Asia-Pacific region.

In addition to economic cooperation, China also enhances its soft power in the ASEAN region through education and technical training. Luban Workshop is entering the countries along the “ Belt and Road ”. The teaching content ranges from mechatronics, application of electronic technology, and automation to robotics and the courses can be adjusted according to local needs. Since the first Luban workshop was established in Thailand in 2016, more than 20 Luban workshops have been established overseas to provide resources for vocational and technical education in countries along the “ Belt and Road ”.

With the deepening of joint construction in various fields of the " Belt and Road " and the smooth promotion of China - ASEAN cooperation, ACEC will continue to contribute resources and strength, and more vigorously promote bilateral and multilateral cooperation between universities, scientific research institutions and relevant enterprises in China and ASEAN countries, continuously enhance the level of cooperation in education opening and promotes the substantive implementation of industry-academia-research

02.中国-东盟合作日益紧密

习近平主席在曼谷出席亚太经济合作组织（APEC）会议期间表示：“明年，中方将考虑举办第三届“一带一路”国际合作高峰论坛，为亚太和全球发展繁荣注入新动力。”2023年也是“一带一路”重大倡议提出10周年。

中国-东盟贸易规模30年扩大100余倍，今年前10个月东盟继续保持中国第一大贸易伙伴地位。中国-东盟的合作卓有成效，不仅符合双方利益而且具有坚实基础。当今世界经济充满不确定性，而中国-东盟日益紧密合作，特别是随着综合性合作机制的建立和完善，如共建‘一带一路’、中国-东盟自贸区、区域全面经济伙伴关系协定(RCEP)等，为亚太地区经济增长注入了稳定力量。

除经济合作外，中国还通过教育与技术培训在东盟地区增强软实力。鲁班工坊正在进驻“一带一路”沿线国家，教学内容从机电一体化、应用电子技术、自动化到机器人，课程可以随当地需要而调整。自2016年在泰国设立第一个鲁班工坊以来，目前累计在海外成立了20余家鲁班工坊，为“一带一路”沿线国家的职业技术教育提供资源。

随着“一带一路”各领域共建的深化和中国-东盟各项合作的顺利推进，ACEC也将继续贡献协会资源和力量，更有力推动中国和东盟各国高校、科研机构和相关企业的双边多边合作，不断提升教育开放合作能级，推进产学研实质落地。

03. ACEC industry-university-research cooperation goes further

ACEC has established stable cooperative relations with more than 100 universities, scientific research institutions, and multinational enterprises in China and ASEAN region, and has achieved results in many fields, such as joint education between China, enrolment of international students (Chinese and ASEAN institutions), internationalisation of faculty and research, commissioning of multinational high-level personnel training and international conferences/events.

03.ACEC产学研合作再进一步

ACEC已和中国及东盟地区超过百所院校、科研机构及跨国企业建立稳定合作关系，在中外联合办学、留学生招生（中国和东盟院校）、院校师资和科研国际化水平提升、跨国高水平人才委托培养及国际会议/活动举办等多个领域取得合作成果。

In addition to past business, in 2023, ACEC will make efforts in the following innovation fields, and join hands with Chinese and ASEAN universities to jointly promote the substantive implementation of the Belt and Road Initiative in industry-academia-research.

1. Assist Chinese universities in setting up " International Industry-Academia-Research Centers " in ASEAN countries.

With the deepening of China - ASEAN cooperation, more students from ASEAN countries are yearning to study in China, more Chinese-funded multinational enterprises are located in ASEAN countries, and more bilateral scientific research projects have been launched. The " International Industry-Academia-Research Center " will serve as a bridgehead for Chinese universities in ASEAN countries, and realize the functions related to industry-academia-research, such as enrollment and teaching of international students in China, joint scientific research, and overseas practical training.

2. Assist ASEAN high-level universities to set up the " Industry-Education Integration Center " in China.

Conduct joint studies with Chinese universities to train more high-level cross-cultural talents for the Belt and Road Initiative and RCEP, and send them back to China or Chinese-funded multinational companies in the ASEAN region.

除过往业务外，2023年，ACEC将在以下创新领域发力，联手中国和东盟高校，共同推动一带一路产学研的实质性落地。

1. 协助中国高校在东盟国家落地“国际产学研中心”。

随着中国-东盟合作的深化，有更多东盟国家学生向往中国留学、更多中资跨国企业落地东盟国家、更多双边科研项目启动。“国际产学研中心”将作为中国高校在东盟国家的桥头堡，实现来华留学生招生和教学、联合科研、海外实训等产学研相关功能。

2. 协助东盟高水平高校在中国落地“产教融合中心”。

和中国高校进行联合办学，为一带一路和RCEP培养更多高水平跨文化人才，输送回国或东盟地区的中资跨国公司。
